Why does the hard drive space of a VM not decrease when files are deleted?

Symptom

As a virtual machine (VM) is used, it will use additional space on its disk image file. When files are deleted, the changed capacity will be updated on the disk image file, but not on the VM operating system.

Limitations

This is a known issue with no current fix or workaround.
