Can I share iSCSI LUN to different Windows/macOS?

No, iSCSI works like the hard drives connect to a single PC over a dedicated network that simulates the physical cable. iSCSI doesn't offer the mechanism for handling multiple concurrent read/write requests from many initiators. In other words, iSCSI doesn't know that the concurrent reading/writing requests come from different iSCSI initiators and will proceed with all of them. If the requests happen to write on the same track, this will lead to file system corruption.
