Why do I need to assign an iSCSI target to each iSCSI LUN?

iSCSI target which is an endpoint on an iSCSI host (the NAS) offers the storage resource, one or more iSCSI LUN, responses to the SCSI commands form the ISCSI initiator and provides the required input/output data transfer. In other words, the iSCSI LUN is a virtual storage device which doesn't communicate but needs to be assigned to an iSCSI target for the iSCSI client to talk with.
