I have restored a Windows 10/11 VM, why does it say "the key is not registered"?

Details
Restoring a virtual machine (VM) that uses Windows 10 or 11 creates a new VM. Windows must be reactivated on this VM.
This process is the same as when the hardware changes on a physical PC/server that uses Windows.
