Can I access the files on iSCSI LUN from SMB or other network file sharing protocols?

No, iSCSI LUN is block-level base storage, you can think of iSCSI LUN as a remote hard drive connecting to your computer over network by iSCSI protocol (SCSI protocol over IP network). You can't access the data on a SATA hard drive connecting to a PC without SATA connectors. It's the same thing that accessing the files on the iSCSI LUN requires an iSCSI initiator running on the iSCSI client (Windows/macOS).
However, Windows/macOS can serve as an SMB server, you could configure the iSCSI LUN disk as the network share then share the resource to the other SMB clients.
