Can the QuTS and QuTS hero join Azure AD without Azure AD DS?

Unfortunately it is not possible for the NAS to join Azure AD without DS (Azure Active Directory Domain Services). The problem is that the authentication method is different.
Local AD and Azure AD DS can use kerberos, while Azure AD uses oauth. Azure AD DS is necessary because Microsoft did the interaction between the 2 authentications.
One possibility could be that there is an on-premise Windows Server AD, connecting to Azure AD by connector, the the NAS can join the on-premise AD. This will be a special case, because the connector only has windows version.
