Why can users create files/folders in their home folder via "/homes/username" when they do not have any permissions for the shared folder "/homes"?

Details
For the FTP service, the “/homes/{username}” folder is equivalent to the user's “/home” folder, where the user has full permissions.
With FTP, the user has read & write permissions on their home folder via “/homes/{username}” or “/home”. The user does not have access to any other home folders.
