Why is execute permission automatically removed for some external storage devices?

For security reasons, QNAP operating systems automatically remove execute permission for all files on an external storage device if the file system on that device is NTFS, HFS+, FAT32, or exFAT. Even if users can manually enable file execution, it will be automatically removed again after a period of time.
