Why doesn't the QXP-T32P expansion card work in Slot 2 of my TVS-872XT NAS?

Scenario

The QXP-T32P is a Thunderbolt 3 expansion card preinstalled on TVS-872XT devices. Upon your initial purchase, the expansion card is installed in PCIe Slot 1. If you move the expansion card to PCIe Slot 2, the expansion card is unable to find the Thunderbolt port.

Details

This issue is caused by the configuration of the PCIe slots themselves. Thunderbolt 3 requires a direct connection to the CPU.

PCIe Slot 1 is a PCIe CPU lane that connects to the CPU Bus.
PCIe Slot 2 is a PCIe PCH lane that connects to the Motherboard chipset before the CPU.
