If there are not too many optional app/services running on TS-251 with built-in memory but the memory usage is always high (often over 80%), we will suggest to upgrade memory to 4GB or 8GB (maximum), because this model supports up to 8GB of RAM and you could add 1GB , 2GB, 4GB modules only.
