Why does Multimedia Console display an “Unable to access volume“ error when the system volume is normal?

Scenario
When starting Multimedia Console, the system event log records the following error. This occurs even though the system volume is normal.
[Multimedia Console] Failed to enable Multimedia Console. Unable to access volume.
Explanation
Despite a normal system volume, Multimedia Console will not launch if any other volume is abnormal (e.g., degraded, read-only, or read/delete). All volumes must be in a normal status to prevent data loss.
Solution
